Another version of what you describe is that an employee who isn&#039;t performing either:
- can&#039;t (e.g. lack of skills, knowledge, etc)
- won&#039;t (e.g. motivation)
- or is blocked (e.g. resources)

My favorite is when we complain about &quot;deadwood&quot;.   Um.... who exactly took this healthy vibrant &quot;wood&quot; that we were so excited to hire and killed it??</description>
